On April 15,16, and 18, the Center for Coordination of State-Guaranteed Legal Aid (SGLA) under the Ministry of Justice and the CSO Network Secretariat held a meeting with representatives of local self-government bodies, noncommercial organizations, and representatives of legal clinics of Jalal-Abad, Osh, and Batken provinces to discuss the implementation of the Government Decree dated June 12, 2018 # 594 on Interaction of Entities of the State-Guaranteed Legal Aid System. During the event, the participants had an opportunity to join the CSO Network by signing the cooperation agreement. The document stipulates procedures and mechanism of providing free legal aid by various actors and is aimed at establishing effective referral system.
Over 120 people actively participated in the meetings and raised important issues related to interaction and due delivery of legal aid. The participants highlighted the importance of organizing regular meetings and stressed the importance of visiting remote provinces in order to raise awareness about SGLA. The parties mentioned that issues pertaining to migration, registration, border crossing issues, export of goods, and divorce procedures are the most pressing topics at local level. Members of noncommercial organizations provided comments and raised such an important issue as quality of provided legal aid. In particular, Director of the Public Foundation Luch Solomona Mr. Mahmudov shared findings of the attorneys’ monitoring and evaluation report. He also emphasized the significance of improving the quality legal aid where non-profit organizations are willing to assist in monitoring and evaluation aspects. The Chief Specialist of the Jalal-Abad Oblast Justice Department, Mr. Amanov, noted in his speech: “It is important to hold such meetings on a regular basis, or at least quarterly, as well as deliver trainings both to government bodies and noncommercial organizations to focus on issues raised by local communities.”
The meeting was organized with the support of the USAID Collaborative Governance Program, the UNDP and the Ministry of Foreign Affairs of Finland’s Project “Towards a Sustainable Access to Justice for Legal Empowerment in the Kyrgyz Republic”.
