Jumgal rayon, December 28, 2015 – Residents of Jumgal rayon in Naryn oblast will participate in training courses on completion of Uniform Tax Declaration for individuals not engaged in entrepreneurship. The seminars will be conducted by Public Union Daanyshman Jumgal Kabary in cooperation with Jumgal rayon State Tax Service branch from January through March 2016.


As part of these seminars, citizens, not engaged in entrepreneurship, will learn about the procedure for completing the tax declaration as well as liabilities on its submission. The main goal of the training is to raise awareness of local communities, train local consultants who will provide targeted assistance to citizens in need as well as support the principle of fair tax and non-tax revenue collection from citizens.


Given the lack of information and advocacy on the issue, citizens and individual entrepreneurs in rural areas of the Kyrgyz Republic, including residents of Jumgal rayon of Naryn oblast, do not comply with the mandatory procedure on submission of the unified tax declaration. Effective 2016, non-compliance with mandatory tax reporting will result in application of administrative sanctions. The benefits on total annual income when paying income tax, provided since adoption of a new Tax Code of the Kyrgyz Republic in 2008 will not apply to citizens who failed to submit the declaration for individuals not engaged in entrepreneurial activity.


Daanyshman Jumgal Kabary and Jumgal Rayon State Tax Service Office started this campaign as part of outreach and preparatory measures pursuant to Government Decree №244 of May 2, 2014 on Approval of the Uniform Tax Declaration Forms and their Completion Procedures.


The project is implemented by Daanyshman Jumgal Kabary and Jumgal Rayon State Tax Service branch, with support from the Collaborative Governance Program (CGP) funded by the United States Agency for International Development (USAID). CGP is implemented by East-West Management Institute March 2013 to February 2018 to strengthen the partnership among government, civil society and the private sectors in the Kyrgyz Republic.
